Job description

We are seeking a highly skilled and proactive Compliance Manager to join our client’s dynamic team. This role is critical in building and maintaining a robust compliance framework that ensures our operations adhere to all regulatory requirements set forth by SAMA and other relevant authorities in the Kingdom of Saudi Arabia. The ideal candidate will be a strategic thinker with a hands-on approach, capable of navigating the complex and evolving regulatory landscape of the Saudi fintech sector.

Key Responsibilities:

  1. Regulatory Compliance & Advisory:

•Serve as the primary subject matter expert on SAMA regulations, Anti-Money Laundering (AML), Counter-Terrorist Financing (CFT), and other relevant local laws (e.g., Saudi Arabian Anti-Money Laundering Law).

•Monitor, interpret, and disseminate new and amended regulations, ensuring the company's policies and procedures are updated accordingly.

•Provide timely and practical compliance advice to all business units, including product development, business development, and technology teams.

2. Compliance Framework Management:

•Develop, implement, and maintain the company’s Compliance and AML/CFT frameworks, including policies, procedures, and controls.

•Manage the company's risk assessment process, identifying and mitigating key compliance risks.

•Oversee the compliance monitoring and testing program to ensure the effectiveness of internal controls.

3. Licensing & Regulatory Reporting:

•Act as the primary point of contact for SAMA and other regulatory bodies.

•Manage the company's payment institution license, ensuring all ongoing conditions are met.

•Prepare and submit all mandatory regulatory reports (e.g., AML/CFT reports, periodic financial returns) accurately and on time.

4. Financial Crime Prevention:

•Oversee the transaction monitoring system, ensuring it is effectively calibrated to detect suspicious activity.

•Manage the investigation and reporting of suspicious transactions and activities to the Saudi Arabian Financial Intelligence Unit (SAFIU).

•Implement and manage a robust Know Your Customer (KYC) and Customer Due Diligence (CDD) program, including enhanced due diligence for high-risk customers.

5. Training & Culture:

•Develop and deliver comprehensive compliance training programs to employees at all levels, fostering a strong culture of compliance throughout the organization.

•Keep the executive team and board informed of compliance obligations, emerging risks, and the overall health of the compliance program.

6. Vendor & Partner Due Diligence:

•Conduct compliance due diligence on third-party partners, payment processors, and technology vendors to ensure they meet regulatory standards.

Qualifications & Experience

Essential:

•Bachelor’s degree in Law, Finance, Business, or a related field.

•A minimum of 3-6 years of direct compliance experience within the financial services sector, with at least 2 years in a fintech, payment services, or banking environment in Saudi Arabia.

•In-depth, practical knowledge of SAMA's regulatory framework for payment service providers, AML/CFT regulations, and data privacy laws (like PDPL - Personal Data Protection Law).

•Proven experience in dealing directly with SAMA and managing regulatory relationships.

•Professional certification in compliance (e.g., CAMS - Certified Anti-Money Laundering Specialist, ICA Diploma in Compliance).

•Fluency in both English and Arabic is essential.

•Experience in a startup or high-growth fintech environment.

•Knowledge of international compliance standards and best practices.

•Strong technical aptitude and understanding of payment technologies, card schemes, and digital wallets.
